Navy Lessons Learned Program (NLLP)
SRC provides on-going management, analysis, programming, and
technical support for the development, maintenance, and operation of
the NLLP for the Navy Warfare Development Command (NWDC), Newport,
RI and at five Fleet Management sites located worldwide, including:
- 2nd Fleet, Norfolk, VA
- 3rd Fleet, San Diego, CA
- 4th Fleet, Mayport, FL
- 5th Fleet, Manama, Bahrain
- 6th Fleet, Naples, Italy
- 7th Fleet, Yokosuka, Japan
NLLP provides the Navy with a structured process to capture and
analyze lessons submitted by operational forces in order to improve
fleet readiness and to enhance the Navy's ability to accomplish
assigned missions. The Navy Lessons Learned Program guidance is
contained in OPNAV Instruction 3500.37D (Preliminary Draft/Not for
Distribution), which describes the NLLP mission as follows:
"The NLLP provides a structured process to capture, analyze,
disseminate, and incorporate lessons in order to improve Fleet
readiness and enhance the Navy's ability to accomplish its missions.
Navy commands and activities can access lessons which can be used to
plan future operations, improve training and exercises, or to inform
decision makers on current situations and historical trends. If
required to respond to short-notice operations, the NLLP also
provides a process to actively collect and rapidly disseminate
lessons to participating units."
